Largest-ever PENNVEST funding round to improve drinking water across Pennsylvania
HARRISBURG, Pa. (UI) — The Shapiro administration has approved a record $547.1 million investment for 30 water infrastructure projects across 23 Pennsylvania counties, marking the largest single-round award in the history of the Pennsylvania Infrastructure Investment Authority (PENNVEST).
The funding will support upgrades to drinking water, wastewater, stormwater, and non-point source systems to replace lead lines, rehabilitate aging infrastructure, and enhance treatment capacity statewide.
“Every Pennsylvanian has a constitutional right to clean air and pure water — and my Administration is investing historic resources to make sure that right is protected all across our Commonwealth,” said Governor Josh Shapiro. “PENNVEST-funded projects help communities modernize their water systems, protect public health, and create jobs.”
According to PENNVEST Executive Director Robert Boos, demand for water infrastructure financing has surged 83% in the past five years. “Our revolving loan model ensures these projects are sustainable for the long term — as loans are repaid, those funds are recycled to support future projects,” Boos said.
Projects in this round include lead service line replacements in Pittsburgh and Erie, PFAS remediation in Columbia, Delaware, and Monroe counties, and major treatment upgrades in Lancaster and Somerset counties. Funding originates from a mix of state appropriations, federal EPA grants, the Infrastructure Investment and Jobs Act, and recycled loan repayments.
The initiative builds on state and federal efforts to improve water quality, expand system resilience, and create long-term economic and environmental benefits for Pennsylvania communities.
