$3.1-billion contract awarded for Toronto’s Ontario Line tunnel, underground stations
(UI) — Metrolinx has signed a C$4.32 billion (approximately US$3.1 billion) Target Price Agreement with Pape North Connect to deliver the Pape Tunnel and Underground Stations portion of Toronto’s Ontario Line transit project.
The contract includes construction of 1.9 miles (3 km) of twin tunnels beneath Pape Avenue between the Gerrard portal and Minton portal/Don Valley Bridge. Work also includes two underground stations at Pape and Cosburn, two tunnel portals, three emergency exit and service buildings and a rail switch/crossover near Pape and Sammon avenues.
Pape North Connect was selected as the project’s development partner in January 2024 under a progressive design-build model. During the development phase, Metrolinx and the project team collaborated on design, cost estimates, scheduling, early investigations and preliminary construction activities. With that phase complete, the parties established the final target price for the work.
The Pape North Connect team includes Webuild Civil Work Inc., Fomento de Construcciones y Contratas Canada Ltd., Arcadis Professional Services (Canada) Inc. and AECOM Canada Ltd.
The underground work will also interface with Toronto Transit Commission’s existing Line 2 subway. The Pape Tunnel and Underground Stations package is one of several contracts being used to deliver the broader Ontario Line project through a combination of public-private partnership, progressive design-build and traditional procurement models.
