OSHA cites Texas utility contractor after excavation collapse injures worker

(UI) — The U.S. Department of Labor has proposed $343,797 in penalties against Houston-based Blazey Construction Services LLC after an investigation found safety violations related to an excavation collapse that hospitalized a worker at a residential utility project in Alvin, Texas.

The Occupational Safety and Health Administration (OSHA) launched its investigation after the incident, which occurred while crews were installing sewer and water lines for a residential development in Brazoria County.

According to OSHA, inspectors determined the company failed to adequately protect the excavation from collapse hazards, did not provide workers with a safe means of exiting the trench, and failed to report the worker's hospitalization within the required 24-hour timeframe.

As a result, OSHA cited the contractor for two repeat violations and one other-than-serious violation, proposing penalties totaling $343,797.

Blazey Construction Services has 15 business days after receiving the citations to comply, request an informal conference with OSHA, or contest the findings before the Occupational Safety and Health Review Commission.

OSHA continues to emphasize that employers performing excavation work must comply with federal trench safety requirements, including protective systems, safe access and egress, and timely reporting of serious workplace injuries.
