Walter P Moore

Manoj Adwaney, P.E., has been appointed executive director of Infrastructure at Walter P Moore, a global engineering firm.

In this role, Adwaney will advance the firm's infrastructure practice across markets, with an emphasis on client relationships, strategic growth, and cross-disciplinary collaboration. He will work closely with leaders across the firm to align civil, water, mobility, and site development expertise with complex projects and long-term client partnerships.

Previously, he served as director of Civil Engineering, where he led one of the firm's largest and most diverse practices. He is known for building durable client relationships and bringing teams together across disciplines to deliver coordinated, high-value solutions.

His collaborative approach extends to long-term partnerships with architects, developers, and public-sector stakeholders. These relationships reflect a practice grounded in integration, trust, and shared problem-solving across the built environment.

Carollo Engineers

As water utilities navigate increasing pressure to modernize infrastructure and comply with evolving federal regulations, Carollo Engineers is strengthening its capabilities in both areas with two strategic appointments.

Farhan Shaikh has joined as vice president and senior strategic advisor for digital transformation and solutions.

In his new role, he works with clients to assess their digital readiness, identify technology solutions aligned with their operational goals, and facilitate implementation. He will coordinate with technology vendors to provide Carollo's clients with access to proven digital tools and emerging solutions. As a senior strategic advisor, Shaikh will also help drive Carollo's overall service offerings and creative solutions to new and existing clientele as part of the firm's continued growth.

Atlanta-based Shaikh has almost 30 years of experience helping utilities deploy SCADA systems, asset management platforms, and data analytics tools that improve operational efficiency and decision-making. Most recently, he served at Jacobs as vice president and data and digital sales director, where he led strategy for data and digital solutions across the firm's North American infrastructure business. He holds a B.S. in Biology from Georgia State University.

Alan Roberson, a nationally recognized leader in drinking water policy and regulation, has also been retained to support policy and advocacy efforts. In his role at Carollo, Roberson will help utilities anticipate and prepare for upcoming regulations, represent clients in meetings with federal and state agencies, and develop regulatory compliance strategies for emerging contaminants and water quality standards.

Roberson's more than three decades of experience developing federal drinking water regulations strengthens Carollo's ability to keep clients ahead of anticipated regulatory requirements and develop cost-effective compliance strategies.

Based in Washington, D.C., Roberson is the former executive director of the Association of State Drinking Water Administrators and has more than 34 years of experience in drinking water policy and federal regulatory development.

Roberson developed much of his policy expertise during a 25-year tenure at the D.C. office of the American Water Works Association (AWWA). He has served on the Fairfax Water Board of Directors for over 16 years, providing governance direction and decision-making for the largest water system in Virginia, serving over 2 million people. He holds a B.S. in Civil Engineering from Georgia Tech, an M.S. in Civil Engineering from Virginia Tech, and is a registered Professional Engineer in Virginia.


McElroy

McElroy, a world-leading designer and manufacturer of thermoplastic fusion equipment, named Rafael Quintero as director of Global Sales.

For more than 20 years, Quintero has been a key contributor to McElroy's global growth. He began his career with McElroy in Technical Services before moving to Santiago, Chile, to lead McElroy's operations there. After returning to Tulsa, he assumed leadership of McElroy's United Kingdom, Europe, and Middle Eastern operations, where he has continued to make a significant impact on the company's international success.

Most recently, Quintero has helped spearhead McElroy's expansion in challenging and remote markets, such as the mining industry throughout Africa. He has also played a vital role in building and strengthening McElroy's global sales team, helping recruit and develop team members worldwide.

A mechanical and petroleum engineer, Quintero began his career in the oil and gas sector and has been involved in the pipeline industry since day one. His technical background has played a key part in the way he develops business partnerships and organizes McElroy's international sales teams.

McElroy is a leading manufacturer and innovator in the science of joining thermoplastic pipe. The Tulsa, Oklahoma-based company offers the industry's most complete line of butt, saddle and socket fusion equipment for ½-inch CTS to 2000mm OD pipe, as well as quality assurance accessories that increase productivity and efficiency on the job site.


Brewis Engineering

Brewis Engineering has reinforced its commitment to the North American market with the relocation of Commercial Director and Co-Owner Pat Farrell to Conroe, Texas.

The move marks a strategic step in the company's continued expansion into the United States, where Brewis has already established stock availability and operational presence to support contractors directly on the ground.

Founded in the UK in 1984 by Rod Brewis, the company remains the originator of the Brewis towing head and a recognized name in trenchless engineering. Its technology continues to be specified and used globally across major infrastructure projects, with a reputation built on strength, reliability and consistent performance under load.

By positioning senior leadership in Texas, Brewis is aligning closer to one of the most-active HDD and pipeline markets in the world. The region serves as a strategic base for supporting contractors, distributors and project delivery across North America.

Farrell will lead commercial activity in the U.S., working directly with clients and partners while strengthening supply capability and responsiveness. The move ensures that Brewis can offer both product availability and technical support in-market, reducing lead times and improving service for ongoing and future projects.

The expansion into the United States reflects a broader strategy: maintain UK manufacturing heritage and engineering standards while increasing accessibility and support in key international markets.


LAN

Daniel De Leon, P.E., joined Lockwood, Andrews & Newnam Inc.'s San Antonio office as a senior project manager on the firm's stormwater team, expanding its capacity to support growing stormwater infrastructure demands across Central Texas.

De Leon brings 17 years of experience in drainage engineering, hydrologic and hydraulic design/modeling, site development and program management. He is a licensed professional engineer in Texas and holds a Bachelor of Science in civil engineering from the University of Texas at Austin.

De Leon previously served in a senior drainage group-lead role, where he led project teams and delivered drainage PS&E and schematic-level design for state agency and municipal clients across Texas, including TxDOT, the City of San Antonio and the Texas General Land Office. His experience spans storm drain modeling, culvert and ditch design and site/roadway drainage, with hands-on use of tools such as HEC-RAS, HEC-HMS, HY-8 and OpenRoads ORD.

In his role at LAN, De Leon will support the growth of the firm's stormwater practice in San Antonio. He will work alongside roadway and municipal teams to strengthen project delivery and client service, providing senior-level guidance on drainage design and analysis.

LAN is a full-service consulting firm offering planning, engineering and program management services addressing the nation's heavy civil infrastructure needs.
