NEB Conditionally Approves Vaughan Mainline Expansion Project
The National Energy Board (NEB) approved an application from TransCanada PipeLines Limited to construct and operate approximately 11.7 km of new natural gas pipeline in the City of Vaughan, Ontario, subject to 19 conditions. The Board’s written reasons will be released on or before September 9, 2016.
The Vaughan Mainline Expansion Project will be integrated into TransCanada’s existing mainline system and its King’s North Connection Pipeline.
The NEB commenced the hearing process on February 10, 2016 when it issued Hearing Order GH-001-2016, and invited the public to apply to participate. At the same time, the NEB announced that standing was automatically granted to Aboriginal groups where their Traditional Territory is affected; municipalities where the project is; and landowners or occupants whose land is traversed by the Project. In all, the Board granted participation status to 17 Intervenors and five commenters.
The process was designed to provide meaningful opportunities for participants to share their views about the project, both in writing, and orally. The NEB held a community meeting in Vaughan, Ontario on April 27, 2016, and participants presented oral statements. In June, participants then had an opportunity to conduct oral cross examination, and oral final argument. The oral hearing concluded on June 16, 2016.
