Cadiz Mojave groundwater pipeline project advances toward $194-million WIFIA loan

The U.S. Environmental Protection Agency (EPA) has selected Cadiz Inc.’s Mojave Groundwater Bank Northern Pipeline project to submit an application for up to $194 million in low-interest financing through the federal Water Infrastructure Finance and Innovation Act (WIFIA) program. 

The invitation allows the project to move forward in the WIFIA underwriting process, with EPA reserving funds while the application is completed. If approved, the financing would support construction of key conveyance infrastructure associated with the Mojave Groundwater Bank, including the Northern Pipeline and related water supply facilities designed to deliver groundwater resources to municipal users.

The broader Mojave Groundwater Bank initiative includes plans for both a northern conveyance pipeline and a proposed 43-mile southern connection to the Colorado River Aqueduct. Project developers said WIFIA financing is expected to be combined with private equity, municipal financing and other funding sources as part of a public-private investment structure supporting construction and long-term operations.

Project backers said permitting, engineering and financing activities are ongoing as the development team works toward finalizing construction agreements and advancing infrastructure buildout. The WIFIA program, administered by EPA, provides long-term, low-cost loans intended to accelerate investment in large-scale water and wastewater infrastructure projects across the United States.
