EPA rebrands Biden-era water funding as MAHA initiative

(UI) — The U.S. Environmental Protection Agency is highlighting billions of dollars for lead pipe replacement and PFAS cleanup as part of the Trump administration’s Make America Healthy Again initiative, although the funding was originally authorized under the bipartisan infrastructure law enacted during the Biden administration, according to Grist.

In recent weeks, EPA announced $2.9 billion for lead service line replacement and $1 billion to address PFAS contamination in drinking water systems. Both funding streams stem from the 2021 Infrastructure Investment and Jobs Act, which dedicated more than $50 billion to water infrastructure improvements nationwide, including specific allocations for lead pipe removal and PFAS remediation.

The latest lead pipe funding represents the fifth and final annual installment authorized under the law. Approximately $15 billion was originally earmarked for lead service line replacement, while another $5 billion was designated for PFAS-related projects. However, this year’s lead pipe allocation was reduced after Congress redirected a portion of the funding for wildfire prevention efforts.

According to Grist, the Trump administration has also proposed significant reductions to future EPA funding, including cuts affecting long-standing lead pipe replacement programs. Water industry advocates warn that lower funding levels could make it more difficult for utilities to comply with federal requirements calling for widespread lead service line replacement over the next decade.

EPA estimates that roughly 4 million lead service lines remain in service across the United States. Illinois has the largest concentration, with about 1.5 million lead pipes, including more than 400,000 in Chicago. As reported by Grist, state and local officials continue to seek federal support for replacement projects while monitoring future funding decisions that could affect long-term drinking water infrastructure upgrades.
