Chicago lead pipe replacement costs far exceed other U.S. cities
(UI) — Chicago is paying substantially more than other major U.S. cities to replace lead water service lines, raising questions about the cost of a program that must replace more than 400,000 lead pipes over the next two decades, according to a report by Grist.
City officials estimate the average replacement costs about $31,000 per service line—well above national estimates and higher than costs reported by other large municipalities with significant lead pipe inventories. At that rate, replacing Chicago's entire system could exceed $12 billion.
As reported by Grist, interviews with policy experts, contractors and city officials identified several factors contributing to the higher costs, including early contracting practices, complex permitting requirements and the city's reliance on replacing individual service lines rather than completing neighborhood-scale projects. The investigation also found inconsistencies in the city's reporting of replacement costs and progress, making it difficult to fully explain the pricing disparity.
The report found that although Chicago has programs to replace lead service lines through emergency repairs, capital projects and equity initiatives, only a small percentage of replacements between 2021 and 2025 were completed on a block-by-block basis. Officials and industry experts generally agree that replacing multiple service lines simultaneously is more cost-effective than individual replacements.
Homeowners also cited the city's permitting process as a barrier to privately funded replacements, while water department officials pointed to early contract structures, labor coordination and funding limitations as challenges affecting overall program costs.
