Wisconsin finds fewer lead pipes, but 181,000 water lines remain unidentified

(UI) — Wisconsin water systems have identified significantly fewer lead service lines than previously estimated, though utilities still need to determine the material of more than 181,000 water service lines statewide, according to reporting by Wisconsin Watch and Neighborhood News Service.

An analysis of updated inventory data found approximately 164,000 lead service lines remain across Wisconsin municipal and community water systems, including confirmed lead pipes and an estimated portion of unknown service lines likely to contain lead. The revised total is well below earlier state and federal estimates, reflecting more comprehensive inventories completed by local utilities over the past two years.

The updated inventories are part of new federal requirements that require utilities to document the material of every service line before replacement programs move forward. According to Wisconsin Watch and Neighborhood News Service, utilities must improve their inventories by November 2027. After that deadline, any service lines with unknown materials will be treated as lead under federal regulations, triggering replacement requirements.

While larger utilities have identified most of their service lines, many smaller systems continue to face challenges because of incomplete historical records. As of April, more than 300 Wisconsin water systems had identified every service line, but more than 180,000 statewide remained classified as unknown. Many utilities are relying on historical construction documents, property inspections and hydro-excavation to verify pipe materials.

As reported by Wisconsin Watch and Neighborhood News Service, utilities are also using the inventory data to compete for federal funding through the Bipartisan Infrastructure Law. State officials say current funding levels provide a significant opportunity to accelerate lead service line replacement before available federal assistance declines in future years.
