$4.15-billion George Massey Tunnel replacement project retendered in Canada
(UI) - The British Columbia government is ending its agreement with the design-build consortium selected for the George Massey Tunnel replacement project and will retender the remaining work through a new procurement process, while maintaining its target to complete the $4.15 billion project by 2030.
According to The Canadian Press, provincial officials said they were unable to reach final commercial terms with Cross Fraser Partnership, the consortium that has been advancing design and early works activities since 2024. Rather than proceeding under the existing progressive design-build model, the province plans to divide the remaining work into multiple construction packages in an effort to increase competition and create opportunities for a broader range of contractors.
Despite the change, project work remains underway, The Canadian Press reported. Early construction activities began earlier this year and include utility relocations, site preparation and tree clearing. The province said those activities will continue while procurement moves forward for future phases of the project.
The George Massey Tunnel replacement will create a new eight-lane crossing beneath the Fraser River connecting Richmond and Delta in Metro Vancouver. Major construction is expected to begin in 2027 following completion of environmental reviews, with the new tunnel targeted to open by 2030.
