Tiger Infrastructure backs national expansion of ELM’s underground utility locating services
(UI) — Tiger Infrastructure Partners has made a major growth investment in ELM Utility Services, a leading U.S. provider of outsourced public utility locating — a critical service that prevents excavation-related damage to underground infrastructure.
Utilities are legally required to mark underground assets before any digging can occur, and most rely on private locating firms to meet strict performance and safety standards. ELM, which has grown steadily over the past 25 years, now operates a fleet of more than 1,400 vehicles and provides locating services to more than 60 utilities across 13 states.
Tiger Infrastructure said its investment will support ELM’s national expansion and strengthen its role in protecting underground infrastructure as utility networks continue to grow. The firm cited ELM’s strong operational track record and on-time accuracy as key factors in the deal.
ELM founder Lee Graves will retain a significant ownership stake, while CEO Jim Bourazak and President Harley Hartman will continue leading the company. The capital infusion will help ELM expand its workforce, grow its asset base, and scale its services to meet rising demand for precise underground utility locating across the country.
