Jacobs leading design for ocean outfall pipeline replacement in Puerto Rico
Jacobs has been awarded a contract by the Puerto Rico Aqueduct and Sewer Authority (PRASA) to design the replacement of the Mayagüez Ocean Outfall, a 1.1-mile wastewater pipeline damaged during Hurricane María. The project, part of PRASA’s Capital Improvement Program, aims to reinforce Puerto Rico’s water infrastructure against severe weather events.
Jacobs will deliver planning, permitting, and design services for a new system that leverages advanced oceanographic and geotechnical analysis, diffuser optimization, and a combination of trenchless and open-cut construction methods. The replacement pipeline will be engineered to withstand hurricanes and seismic activity, while improving treated wastewater dilution and reducing impacts to marine habitats.
“This project is a powerful example of how resilient infrastructure can help protect communities and ecosystems in the face of climate-driven challenges,” said Jacobs Executive Vice President Katus Watson.
The company has a long-standing presence in Puerto Rico, supporting PRASA’s capital program and other critical projects such as upgrades at Luis Muñoz Marín International Airport. Jacobs also brings global expertise in resilience, with prior work on disaster recovery and coastal infrastructure projects in the U.S. Virgin Islands, San Francisco, and the Philippines.
