Cal Water acquires Palm Mutual water system in Bakersfield, Calif.

(UI) — California Water Service (Cal Water) has completed its acquisition of Palm Mutual Water Company, adding the small water system to its Bakersfield, California, service area following approval by the California Public Utilities Commission (CPUC).

The acquisition, first announced in May 2025, includes Palm Mutual's water system assets, which serve about 250 residents through 63 residential service connections. The system is located about two miles from Cal Water's Northeast Bakersfield Treatment Plant.

Palm Mutual previously relied on a master meter connection supplied by Cal Water because it did not own or operate its own water source.

Cal Water said it plans to upgrade the system's infrastructure over time to improve long-term water quality and system reliability.

"We believe everyone should have access to safe, clean, reliable and affordable water," said Martin A. Kropelnicki, chairman and CEO of California Water Service. "Bringing Palm Mutual's water system into our Bakersfield District will help its customers have the high-quality water they need for everyday use and emergencies."

The CPUC approved the acquisition in December 2025.

Cal Water's Bakersfield District currently serves about 445,600 people through approximately 120,000 service connections, including operation of the City of Bakersfield's water system.
