AECOM JV tapped for 3.25-mile CSO storage tunnel in NYC

A joint venture led by AECOM has been selected to oversee construction of New York City’s first combined sewer overflow (CSO) storage tunnel, a major underground infrastructure project aimed at reducing wastewater discharges into Newtown Creek. 

The Newtown Creek CSO Partners team—comprised of AECOM, Parsons Corporation and EPC Consultants Inc.—will provide construction supervision services for the project on behalf of the New York City Department of Environmental Protection. The work is part of the city’s long-term effort to modernize aging wastewater infrastructure and improve water quality in the Brooklyn-Queens waterway.

The project includes approximately 3.25 miles of underground storage and conveyance tunnel, along with a dewatering pump station and connections to the Newtown Creek Wastewater Resource Recovery Facility. Once completed, the system is expected to provide up to 50 million gallons of storage capacity, reducing combined sewer overflows during heavy rain events.

City officials have identified the project as a key component of broader efforts to address CSO discharges in one of the region’s most heavily impacted waterways. Construction of large-scale storage tunnels is increasingly being used in major urban areas to capture excess stormwater and wastewater, helping utilities meet regulatory requirements while improving environmental outcomes.
