Delays threaten $245 million tied to Houston flood mitigation projects

(UI) - More than $245 million tied to Harris County flood mitigation and stormwater infrastructure projects could be at risk as multiple projects fall behind schedule ahead of federal funding deadlines. 

According to Houston Public Media, a recent report shows several post-Hurricane Harvey flood mitigation projects are unlikely to meet construction deadlines tied to federal grants administered through HUD and the Texas General Land Office.

Projects facing schedule pressure include channel conveyance improvements and stormwater detention basin work, Houston Public Media reported. Officials said delays have been tied in part to environmental clearance requirements, funding constraints and rising project costs linked to inflation.

The projects are part of a broader flood bond program launched after Hurricane Harvey to improve drainage infrastructure, expand detention capacity and reduce flood risk in vulnerable communities. While local officials are seeking deadline extensions, federal approval has not yet been granted.

Officials warned that failure to meet grant deadlines could result in partial or full loss of federal funding, placing additional pressure on agencies already facing rising construction costs and affordability concerns.
